Okonjo-Iweala Lied: Nigeria Lost Not $1 Billion But $9 Billion To Fraudulent Import Waivers - SaharaReporters

Nigeria has lost more than one trillion Naira in revenue in the last three years, which is the direct result of import concessions or waivers issued by the Ministry of Finance. Documents confirming this information have been gathered by Sahara Reporters from a source in the Nigeria Customs Service.

On December 19, the House of Representatives Committee on Finance gave the Coordinating Minister for the Economy and the Minister of Finance, Dr. Ngozi Okonjo-Iweala, 50 questions on the state of national economy.
Question Number 15 on the list was "how much exactly has been the amount of money lost in government revenue as a result of import duty waivers in 2011, 2012 and 2013?"
The Committee wanted to know who benefitted, what was imported, and most importantly: why these waivers were granted.
The Committee is now conducting a review of the Okonjo-Iweala's responses.
In a release issued on January 15, the Minister pointed out that Nigeria gave out N170,727,078,336 billion Naira ($1,067,727,148 billion) in total from the waiver system between 2011 and 2013.
However, the documents obtained by SaharaReporters show that N1,435,980,495,810 trillion ($8,975,998,164 billion) is involved, which is nearly nine times what Okonjo-Iweala admitted to.
According to SaharaReporters, the over one trillion Naira lost in these agreements between the Federal Government and private enterprises favored hundreds of businesses.
Several Dangote Group subsidiaries benefitted to the tune of N26,222,605,864 last year, and were the biggest beneficiaries of the 2013 period.
It follows from the documents that in 2012 the Nigerian National Petroleum Corporation (NNPC) benefitted the most, making about N77,979,042,860.
In 2011 first place was held by Sopon Nigeria Ltd, which cost Nigeria N32,773,467,146.
Coscharis Motors Limited, the company which supplied Minister of Aviation, Stella Oduah with bulletproof BMW cars, has also benefited in the millions from the waiver scheme since 2011, costing the country N400, 099,570 million in 2011 and N698,427,424 in 2013, SaharaReporters says.
Records indicate the company imported a variety of items, including armored military vehicles. However, it is unclear why, and for whom it may have imported military vehicles, as the FG usually imports such supplies directly.
The list of other significant beneficiaries include:
  • The Ministry of Environment, Bauchi, which bled national revenue by N155,606,247 for window :air conditioners" in 2013;
  • The Office of the Executive Governor of Ondo State, for N146,852,981 in 2013 for generator sets;
  • Creation Commercial Ventures Limited, which imported "cigarettes containing tobacco" and received an exemption costing the country N70,187,029 in 2013;
  • The Ogun State Accountant General’s Office, which imported "motorized tanks and other armoured fighting vehicles" for N52,169,620 in 2013;
  • One Mr. Ifeanyi Emmanuel Ndianaefo and one Mr. Asimiyu Mohammed Salawudeen, for cast iron table, kitchen, and household articles costing N5,642,567 and N7,158,538 respectively in 2013;
  • The Rivers State Government, for N2,919,108 for "barbed wire and other fencing material" in 2013;
  • The Office of the Accountant General in 2013 for "wooden furniture" at a price of N2,098,553; and
  • One Mr. Ayotunde Aderoju, who imported a variety of "pot scourers", "polishing pads", and "gloves" costing Nigeria N2,035,569.

2015 Election Will Be Better Than 2011 - Jonathan

President Goodluck Jonathan has given a firm commitment to the international community that the 2015 elections will be freer and fairer than the 2011 general elections.

Speaking at a reception for the diplomatic corps in Nigeria, President Jonathan called for international support for the Independent National Electoral Commission (INEC) to realize the goal of surpassing the benchmark attained in 2011.
The cocktail reception on the lawns of the Presidential Villa in Abuja, is an annual ritual during which the president interacts with the diplomatic corps in Nigeria.
The president used the occasion to intimate the diplomats on preparations towards the 2015 general elections and to assure them on his determination to set a benchmark for free and fair elections.
“The general elections will take place early next year but the processes that will lead to the elections will commence this year. Parties will select their candidates through primaries this year, campaigns will commence this year, so this year will be full of activities. And I know that there is some apprehension with the elections.
“Let me reassure you that the general election that will come up next year will be better than the elections you witnessed in 2011. As we progress into the year, some of these tensions will come down.
“At the beginning of the electoral processes in most countries, especially developing nations, tensions use to be quite high even in developed countries. That is what we are witnessing now, but all these will come down. We will make sure that we maintain peace and security and that elections are conducted in the manner that will be seen as free and fair by everybody”, he said.
He told the diplomats that “I am placing before you to communicate to your organisations and countries that we still need your assistance to make sure that the INEC conducts elections that are even better than the ones they did in 2011.”
On global terrorism, the President said national and global development was being hampered by the menace of terrorism, adding that in 2014, sustained efforts through dialogue and other means must be mounted against terrorism.
On the forthcoming national confab, Jonathan said it was imperative since Nigerians feel that the 1999 Constitution that was midwifed by the military and still in place today, was not properly and fully deliberated upon or screened by the people.

REVEALED: Why Jonathan Fired Nigeria's Army Chiefs

President Goodluck Jonathan yesterday, sent packing his service chiefs and appointed new ones in their place.
Investigation conducted by a national daily revealed that the President's became necessary because of the cold war going on among the service chiefs, which has affected the counter-insurgency war in the Northeast against the Boko Haram sect. There were reports that the then chief of defence staff, Admiral Ibrahim and some of the service chiefs were having issues. This had led to the then chief of army staff, Lt. Gen. Ihejirika’s (who had been after his job) scheming against him and in the process, hijacking the prosecution of the war against terrorism.
According to a reliable source, when President Jonathan declared a state of emergency in Adamawa, Borno and Yobe, the CDS was mandated to preside over the prosecution. “But since it is the army that constituted most of the Joint Task Force operation team, the Army Council wanted to be in charge and this was allowed by the Presidency. The JTF was sacked; the army chief took over the war and set up the 7 Division of the army in Maiduguri. Although Ihejirika claimed setting up the 7 Division would bring the war to an end, it has not.”
Another source said whenever there was a victory over the insurgents, the army, through the 7 Division claimed the victory and this did not go down well with other security agencies like the Nigerian Air Force who are also deeply involved in the operations.
Another security source also disclosed that Ezeoba, though relatively new on the seat, was removed as a result of the seemingly endless oil theft in the Niger Delta where he hails from.
On why the president did not wait for NASS approval of the new service chiefs as directed by the Federal High Court in Abuja, a source said that it was due to the sensitivity of security and for political expediency.
The special adviser on media however said that Jonathan had briefed the leadership of the National Assembly before appointing the service chiefs.

After his teachings about prayer at the International conference centre, Pastor E.A. Adeboye called for souls that want to be saved.
He also added "if you were once holy, and you fallen please come to Christ." "Some popular pastors have been preaching that once you are saved,you are holy."
He said, 'Tell me if you are involved in adultery are you holy?"
"My preaching might not be popular because I must preach holiness which is the only visa to heaven."
"And to those of you that follow my teaching we will meet at Heaven on the last day."

FIFA Rankings Update: Super Eagles in a Free Fall



Super Eagles in a Free FallMali and Cape Verde overtook Nigeria in the fresh edition of FIFA rankings published on January 16, 2014, Thursday.
The Super Eagles lost four places, go down 37th to 41st position.
The African Champions are now only the seventh team on the African continent. Aside Ivory Coast, Ghana and Algeria who were previously ranked above Nigeria, Mali in 40th position, Cape Verde 35th and Egypt in 30th have now all overtaken the Super Eagles.
The ‘freefall’ for the Super Eagles started in November 2013 when they dropped from 33rdposition to 36th. They further went a step down to 37th spot in December 2013, before tumbling to 41st in the January 2014 rankings just released.
Overall, there have been very few changes to the first edition of the rankings in 2014, with football having come to a halt in many places over the New Year period.
Only 18 friendly matches were considered since December’s edition, five of which took place in 2013, with the remaining 13 in the first half of January 2014.
There was no movement in the top 25, with Spain still holding a comfortable lead over Germany and Argentina.
Next time the ranking will be updated on February 13, 2014, after CHAN 2014 is over.

UPDATED: BREAKING NEWS: Jonathan Fires Nigeria’s Army Chiefs

Presidential spokesman Reuben Abati has moments ago revealed that President Goodluck Jonathan has terminated the tenure of top military chiefs.
It is believed that the terminatination is due to the militar's inability to curb the Boko Haram destruction of life and property in the Northern region.
Reuben Abati made these known  through his tweeter account and he wrote.
Mr. Abati said the former Chief of Air Staff, Air Marshall Alex Badeh, has been appointed the Chief of Defence Staff. He replaces Admiral Ola Ibrahim.
Major-General Kenneth Tobiah Jacob Minimah takes over from Lt.-General Azubike O. Ihejirika as Chief of Army Staff;
Rear Admiral Usman O. Jibrin takes over from Vice Admiral Dele Joseph Ezeoba as Chief of Naval Staff; and Air Vice Marshal Adesola Nunayon Amosu takes over from Air Marshal Badeh as Chief of Air Staff.
All the changes are with immediate effect.
The new Chief of Defence Staff and former Chief of Air Staff, Air Marshal Badeh was born on January 10, 1957 and joined the Air Force as a member of the Nigerian Defence Academy’s 21 Regular Course while the new Chief of Army Staff, Major-General Minimah was born on July 27, 1959 and joined the Army as a member of the Nigerian Defence Academy’s 25 Regular Course. Until his new appointment, Major-General Minimah was the Commander of the Nigerian Army Infantry Corps, Jaji.
The new Chief of Naval Staff, Rear Admiral Usman Jibrin was born on September 16, 1959 and joined the Navy as a member of the Nigerian Defence Academy’s 24 Regular Course. Until his appointment as Chief of Naval Staff, he was Director of Training at Defence Headquarters.
The new Chief of Air Staff and immediate past Commander of the Presidential Air Fleet, Air Vice Marshal Amosu was born on August 1, 1958 and joined the Air Force as a member of the Nigerian Defence Academy’s 25 Regular Course. Until his new appointment, Air Vice Marshal Amosu was the Air Officer Commanding, Tactical Air Command, Makurdi.
President Jonathan has briefed the leadership of the National Assembly on the appointment of the new service chiefs and will, in keeping with the provisions of the law, request the National Assembly to formally confirm the appointments when it reconvenes

Strutting topless on the beach, pouting Rihanna looks like she's stepped straight off the pages of a lad's mag.
But this isn't FHM she's posing for, but the highly respected fashion magazine Vogue - Brazilian edition.
The pop star was pictured in five different yet equally revealing outfits as she posed for a photographer on the Brazilian Island of Angra dos Reis.
Just small strips of tape obscured the singer's nipples as she stood posing on the sand in the shots, taken last week. For one series of pictures Rihanna wore a pair of gold boy short bikini bottoms, which she teamed with armfuls of bangles, and a colourful headscarf.
The 25-year-old stood smouldering at the photographer, giving her best pout. Throwing a white towel around herself the singer darted between locations for the shoot.
The hard-working star had jetted in via helicopter, carrying her own bags as she disembarked. After a quick costume change, the still topless star posed in colourful patterned shorts and a floppy straw hat.
For a third shoot Rihanna donned strappy gold and black sandals, and a jacket and cap. Still topless, she managed to break a smile as she laughed with her team between poses.

Dozens Arrested For Being Gay In North Nigeria - Associated Press

First the police targeted the gay men, then tortured them into naming dozens of others who now are being hunted down, human rights activists said Tuesday, warning that such persecution will rise under a new Nigerian law.

The men's alleged crime? Belonging to a gay organization. The punishment? Up to 10 years in jail under the Same Sex Marriage Prohibition Act, which has elicited international condemnation for criminalizing gay marriage, gay organizations and anyone working with or promoting them.
There were varying accounts of how many arrests were made in Nigeria's Bauchi state, and a local law enforcement official denied that anyone was tortured. Nevertheless, the aggressive police action shows that Africa's most populous country is attempting to enforce anti-gay measures that are becoming increasingly common throughout the continent.
In this instance, authorities responded to an unfounded rumor that the United States had paid gay activists $20 million to promote same-sex marriage in this highly religious and conservative nation, according to an AIDS counselor, who spoke on condition of anonymity for fear that he would be arrested.
An officer pretending to be a gay man then joined a group being counseled on AIDS, according to Dorothy Aken'Ova, executive director of Nigeria's International Center for Reproductive Health and Sexual Rights.
Aken'Ova said police detained four gay men over the Christmas holidays and tortured them until they named others allegedly belonging to a gay organization. She gave no details of what she called torture, but the AIDS counselor said the four men were brutally beaten until they gave up names.
The police have now arrested 38 men and are looking for 168 others, according to Aken'Ova, whose organization is helping provide legal services to the men. The AIDS counselor said he has helped secure bail for some of the 38 detainees. They both said dozens of homosexuals have fled Bauchi in recent days.
Chairman Mustapha Baba Ilela of Bauchi state Shariah Commission, which oversees regulation of Islamic law, said that 11 gay men have been arrested over the past two weeks. He said community members helped "fish out" the suspects and that "we are on the hunt for others."
Bauchi state has both a Western-style penal code and Shariah, or Islamic law, which is implemented to different degrees in nine of Nigeria's 36 states. About half of the country's more than 175 million people are Muslims, the other half Christians.
Ilela said all 11 arrested — 10 Muslims and a non-Muslim — signed confessions that they belonged to a gay organization, but that some of them retracted the statements in court.
He denied any force was involved.
"They have never been tortured, they have never been beaten, they have never been intimidated," he said.
Nigerian law enforcers are notorious for torturing suspects to extract confessions. They also are known for extorting money from victims to allow them to get out of jail cells.
Shawn Gaylord of Human Rights First, a Washington-based organization, said he was alarmed by the reports of torture and arrests.
"When discriminatory bills like this are passed, we are always concerned that they set the stage for violence and ill-treatment in society even when they are not enforced," Gaylord said in a statement. "But the fact that this law is being enforced so quickly and forcefully demonstrates the full extent of Nigeria's human rights crisis."
